How the grades are set. A candidate who has served in the Legislature is graded on what they did, not what they say: their lifetime record on the key votes RebuildNH has scored, on the RebuildNH 2026 Scorecard scale. A candidate who has never served is graded on the RebuildNH candidate survey, which is scored from strongly agreeing with our position to strongly opposing it and placed on that same letter scale. Where a candidate has both, the voting record governs.
Candidates with no rating filed for office but have neither a voting record with us nor a returned survey. Their rating is added as soon as their survey comes in.
