Please Oppose SB 488 - Protect Legislative Authority
Dear Senator,
I am writing to urge you to oppose SB 488, which would allow the governor to declare a state of emergency if the legislature fails to pass a budget by July 1st.
This bill is deeply concerning for several reasons:
• It undermines the constitutional separation of powers by giving the executive branch authority that rightfully belongs to the legislature
• Emergency powers should be reserved for actual emergencies, not budget negotiations
• It creates a dangerous precedent that could be abused by future governors
• The power of the purse is a fundamental legislative responsibility that should not be bypassed
Budget negotiations can be challenging, but they are part of the normal legislative process - not an emergency. Allowing the governor to declare an emergency in this situation concentrates too much power in one office and undermines our democratic institutions.
New Hampshire has a strong tradition of limited government and separation of powers. SB 488 violates both principles.
I urge you to vote NO on SB 488 and protect the legislature's constitutional authority over state spending.
Thank you for your consideration of my views.
Respectfully,
